It doesn't matter who made it. The person got originally nicknamed "1.12.2 guy" but doesn't officially go by any names.

The "mq" comes from the backend / bot architecture making use of mqtt for communication via a custom protocol.
It doesn't matter much to the user, so players have nicknamed it "mqbot", "schizo bot" or "1.12.2 bot".
The official project name is mqcore however.
