It doesn't matter who made it. The person got originally nicknamed "1.12.2 guy" but doesn't officially go by any names.
There is a toddler on kaboom by the name of "oneplusoneistwo" who calls them Taube for some unknown reason, probably due to brain damage (see oneplusoneistwo#Medical conditions).

The "mq" comes from the backend / bot architecture making use of mqtt for communication via a custom protocol.
It doesn't matter much to the user, so players have nicknamed it "mqbot", "schizo bot", ">> bot" or "1.12.2 bot".
The official project name is mqcore however.

The bot also features a blacklist, which was originally made in a response to a war between Taskmaster and the creator of this bot.
Known use cases:
- Multiple Filter wars such as the ones against Taskmaster and mewo
- Filtering TrouserStreaks users who annoyingly spam the console with fill or setblock commands
- Filtering Russtards (discontinued, except the putin supporters)
- Getting rid of nuisances such as command/chat spammers or server crashers
- Entertainment purposes, which is just a bad idea in many cases (except the oneplusoneistwo infinite yap glitch)
- Filtering toxic players
- Filtering bot flooders
- ...Other filters which proved not to be justifiable or unfair that have been removed again.
