repl.it is an app development service (abused as 24/7 hosting by exploits that may now be patched) used previously on Kaboom by bot developers who are unable to leave a spare device running to host their bot, or pay others to do that for them. Historically, RecycleBot was hosted on a paid repl.it plan.
The free plan didn't allow for a private repository, so your bot's source code was made public unless you paid. This was abused on a number of occasions to steal Discord tokens and start instances of bots not under their owner's control
